[Smtk-developers] More CGM operations

Hi all,

I've merged a branch to SMTK master that

1. fixes (one but not all) issue with the "create sphere" operator (the center parameter was being ignored by CGM)
2. adds a "translate" operator
3. adds a "rotate" operator

The cgmTransforms test is a good example of how to use the operators.
