[Smtk-developers] Instantiators?

Hi Dave,

That is inherited from the old cmb code, and I don't remember why it was
forced ON. Things (Paraview/VTK CMake stuff) have changed so much since
then, and even IF it was really required before, it must be obsolete now,
so I will say go ahead and remove it.
